Full Inauguration Speech of Indonesia’s New President

Joko “Jokowi” Widodo has officially taken his oath to once again serve the country as the President for the 2019-2024 term.

Our dream is that in the 100 years of Indonesia’s independence in 2045, Indonesia will get rid of the middle-class income trap. Indonesia will become a developed country with an average annual income of 320 million rupiahs or 27 million rupiahs per month. This is our goal, our common goal.

Our dream is that in 2045, Indonesia’s GDP will reach $7 trillion US dollars. Indonesia will be able to enter the top five in the world, with a poverty rate close to zero. We are determined to achieve our goals.

Ladies and gentlemen, and all the people of Indonesia that I am proud of, we have a strong potential to escape the middle-income trap. Right now, we are at the peak of the demographic bonus, where our productive-aged population far outnumbers those of the non-productive age. This is a big challenge and also a great opportunity. This could be a big problem if we cannot provide jobs. However, it will be a big opportunity if we can develop superior human resources, supported by an advantageous political and economic ecosystem.

Because of this, things we want to carry out in the next five years are:

First of all, human resource development will be our top priority, building diligent and motivated human resources. Cultivate human resources that are skilled and mastered in science and technology, and invite talented people from all over the world to cooperate with us.

This cannot be achieved by relying on old methods. New methods must be developed. We need a large endowment fund to manage our human resources. Cooperation with industry must also be optimized. At the same time, we will make use of technology to promote resources to all corners of the country.

Second, we will continue to develop infrastructure: infrastructure that connects production areas to distribution areas, infrastructure that facilitates access to tourist areas, infrastructure that boosts new employment opportunities, infrastructure that promotes the added value of the people’s economy.

Third, we must simplify and cut regulations. The government will invite the House of Representatives to enact two major laws, the first is to establish laws on employment, and the second is to strengthen the law on the empowerment of small and medium enterprises.

Both laws will become comprehensive laws, which directly amend several original laws, even dozens of original laws. Dozens of laws that hinder job creation will also be revised immediately. Dozens of laws that hamper the development of small and medium enterprises will also be revised immediately.

Fourth, we will continue to massively simplify the bureaucracy. Investments important to job creation must be given priority. Long procedures must be cut simplified and the bureaucracy must be streamlined.

The echeloning process must be simplified. Echelon 1, Echelon 2, Echelon 3, Echelon 4, isn’t it too much? I asked for simplification into only two levels, replaced by functional positions that focus on professional knowledge and competence.

I also ask ministers, officials, and bureaucrats to seriously guarantee the achievement of their work goals. I will not forgive those officials who are not serious. I am sure I will remove them from their jobs.

Finally, the fifth point is economic transformation. We must transform from a dependence on natural resources to a modern manufacturing and service industry that has high added value for the prosperity of the nation, to achieve social justice of all Indonesian people.

Ladies and gentlemen, and all the Indonesian people I am proud of, at this historic moment, please allow me to personally, in the name Vice President KH Ma’ruf Amin, and in the name of Indonesian people, to express a sincere gratitude and lofty respect for Mr. Muhammad Jusuf Kalla, for the governmental work over the past five years.

I would also like to express my gratitude to all state institutions, government institutions, the Indonesian military, the Indonesian police and all those who have helped to oversee the government over the past five years.

Mimpi kita, cita-cita kita di tahun 2045 pada satu abad Indonesia merdeka mestinya, Insya Allah, Indonesia telah keluar dari jebakan pendapatan kelas menengah. Indonesia telah menjadi negara maju dengan pendapatan menurut hitung-hitungan Rp 320 juta per kapita per tahun atau Rp 27 juta per kapita per bulan. Itulah target kita, target kita bersama.

Mimpi kita di tahun 2045, Produk Domestik Bruto Indonesia mencapai US$ 7 triliun. Indonesia sudah masuk 5 besar ekonomi dunia dengan kemiskinan mendekati nol persen. Kita harus menuju ke sana.

Seringkali birokrasi melaporkan bahwa program sudah dijalankan, anggaran telah dibelanjakan, dan laporan akuntabilitas telah selesai. Kalau ditanya, jawabnya “Program sudah terlaksana Pak.” Tetapi, setelah dicek di lapangan, setelah saya tanya ke rakyat, ternyata masyarakat belum menerima manfaat. Para hadirin dan seluruh rakyat Indonesia yang saya banggakan, potensi kita untuk keluar dari jebakan negara berpenghasilan menengah sangat besar. Saat ini, kita sedang berada di puncak bonus demografi, di mana penduduk usia produktif kita jauh lebih tinggi dibandingkan usia tidak produktif. Ini adalah tantangan besar dan sekaligus juga sebuah kesempatan besar. Ini menjadi masalah besar jika kita tidak mampu menyediakan kesempatan kerja. Tapi akan menjadi kesempatan besar jika kita mampu membangun SDM yang unggul dengan didukung oleh ekosistem politik yang kondusif dan dengan ekosistem ekonomi yang kondusif.

Oleh karena itu, 5 tahun ke depan yang ingin kita kerjakan:

Pertama, pembangunan SDM akan menjadi prioritas utama kita, membangun SDM yang pekerja keras, yang dinamis. Membangun SDM yang terampil, menguasai ilmu pengetahuan dan teknologi, dan mengundang talenta-talenta global bekerja sama dengan kita.

Itupun tidak bisa diraih dengan cara-cara lama. Cara-cara baru harus dikembangkan. Kita perlu endowment fund yang besar untuk manajemen SDM kita. Kerja sama dengan industri juga penting dioptimalkan. Dan juga penggunaan teknologi yang mempermudah jangkauan ke seluruh pelosok negeri.

Kedua, pembangunan infrastruktur akan kita lanjutkan: infrastruktur yang menghubungkan kawasan produksi dengan kawasan distribusi, yang mempermudah akses ke kawasan wisata, yang mendongkrak lapangan kerja baru, yang mengakselerasi nilai tambah perekonomian rakyat.

Ketiga, segala bentuk kendala regulasi harus kita sederhanakan, harus kita potong, harus kita pangkas. Pemerintah akan mengajak DPR untuk menerbitkan 2 undang-undang besar. Pertama, UU Cipta Lapangan Kerja. Kedua, UU Pemberdayaan UMKM.

Masing-masing UU tersebut akan menjadi Omnibus law, yaitu satu UU yang sekaligus merevisi beberapa UU, bahkan puluhan UU. Puluhan UU yang menghambat penciptaan lapangan kerja langsung direvisi sekaligus. Puluhan UU yang menghambat pengembangan UMKM juga akan langsung direvisi.

Keempat, penyederhanaan birokrasi harus terus kita lakukan besar-besaran. Investasi untuk penciptaan lapangan kerja harus diprioritaskan. Prosedur yang panjang harus dipotong. Birokrasi yang panjang harus kita pangkas.

Eselonisasi harus disederhanakan. Eselon I, eselon II, eselon III, eselon IV, apa tidak kebanyakan? Saya minta untuk disederhanakan menjadi 2 level saja, diganti dengan jabatan fungsional yang menghargai keahlian, menghargai kompetensi.

Saya juga minta kepada para menteri, para pejabat dan birokrat, agar serius menjamin tercapainya tujuan program pembangunan. Bagi yang tidak serius, saya tidak akan memberi ampun. Saya pastikan, pasti saya copot.

Pada akhirnya, yang kelima adalah transformasi ekonomi. Kita harus bertransformasi dari ketergantungan pada sumber daya alam menjadi daya saing manufaktur dan jasa modern yang mempunyai nilai tambah tinggi bagi kemakmuran bangsa, demi keadilan sosial bagi seluruh rakyat Indonesia.

Para hadirin dan seluruh rakyat Indonesia yang saya muliakan, pada kesempatan yang bersejarah ini, perkenankan saya, atas nama pribadi, atas nama Wakil Presiden K.H. Ma’ruf Amin, dan atas nama seluruh rakyat Indonesia, menyampaikan terima kasih dan penghargaan setinggi-tingginya kepada Bapak Muhammad Jusuf Kalla yang telah bahu-membahu menjalankan pemerintahan selama 5 tahun terakhir.
